[1/4] CIP updates: CIP-39 moved to review, CIP-34 & 35 to last call after review. CIP-38 amendment ups max tx size to 8MB based on testing. Some concerns about FP implementation were raised, but we can tweak blob size later if needed. Community feedback is driving this increase!

[2/4] Lotus: V4 hits mainnet ~7/29 at height 6,680,339—huge props to engineers & community for making it happen! V5 dev starts soon, with a Meta CIP coming soon. Celestia-app repo labels will track V5 issues ().
