Last year Oakland elected progressive mayor @BarbaraLee_CA One of her policies is law enforcement that finds a stolen vehicle, instead of recovering it, are instructed to fine the original owner/victim. This is similar Oakland's policy of fining the victim of vandalism, not the vandal.
