The more a project team without resources pivots its track, the faster it cools down. Due to limited resources, the more it pivots, the more resources are consumed, and the more user trust is eroded. As users become increasingly distrustful, the project team can only continue to pivot tracks to gain "trust" through popularity. This is a typical negative flywheel.
