big fan of making code shorter and prettier and more powerful all at the same time ToolEnv was in need of an overhaul

some sneaky reworking was needed in lower levels for this to "just work" but it came together pretty well i think old version will still be around elsewhere but this *should* be non-breaking for the vast majority of use cases once merged
